Which Photo Is "Before" And Which Is "After??"
Below are two photographs of the eastern entrance of Capitol Reef
National Park, one taken
before the routine road improvement by Garfield County on the
Boulder-to-Bullfrog Road, an
RS 2477 right-of-way belonging to the county, and one taken afterwards.
Can you tell which is which?
(Here is a hint. As the Clinton Administration alleges in its suit,
the county's work damaged the
park because it "completely transformed the gateway to the National
Park" by "removing half of
the hillside that framed its entrance." If that is not enough of a clue
to help you pick which
photo is which, a sure giveaway is seeing, as the Administration also
alleges in its suit, that the
county's work "has impaired the National Park and degraded its
wilderness value in derogation
of Park values.")
If you are still not sure which photo is which (and if you aren't, don't feel bad, most people cannot see the "damage") here is the answer , with a few additional observations.
